This would be a horrible and detrimental idea. The stealing of US technology and documents is bad enough as it is. Why open the floodgate to what would essentially be a sharing of a whole bunch of classified material, programs, methods, and technology to TCN's. TCN's are primarily used as cheap labor for us. There are better ways to upgrade their status without letting them see our secrets.
