It is entirely possible that I am missing something, but beyond simply asserting that the PLA cannot institute more transparency or citing vague cultural differences, is there any explanation for why?
No...that's because the PLA is garbage. The scientists in China understand that no matter what pressures are exerted the PLA will NEVER concede to being transparent. Impossible.
